What is SERPS ?

SERPS is an acronym for "Search Engine Results Pages".

The main concern webmasters have with SERPS is that the majority of surfers search for very basic terms, eg "shoes".

Because of surfers behaviour then we have learnt that even though a website may be ranking in the Top 20 / Top 50 for a very competitive keyword, this high ranking itself is virtually useless. This is because surfers very rarely (less than 1% of the time) will look outside the top 10 search results. This means that those ranking on the first page for a very lucrative keyword are virtually taking more than their fair share of the pie.

So for a website to have any success for its main keywords, then it would have to be at least appearing in the top ten for those keywords in SERPS and judging alone by the sheer volume of websites and competition then it is thought that success for such competitive keywords can only be gained by white hat SEO websites.

Black hat SEO webmasters answer to this is to create many thousands of pages all optimized for a different search string, and because of the literally trillions of possibilities then they can at worst have some limited success and at best achieve huge success.

EG, "buy shoes online", "where can I buy shoes", "green leather boots", "kids suede sandals" etc etc

The black hat SEO webmaster has found ways of reverse engineering this process to come up with semi-popular phrases or semi competitive / non competitive phrases and then making a webpage optimized for that particular phrase. However search engine algorithms have also evolved to take this into account and many black hat SEO webmasters with huge websites are fighting a losing battle.
